Scope and ContentPoster with an image of a watercolour by John Gelsavage and the text: AFL-CIO merger. The merged labor movement was largely the result of the efforts of Walter P Reuther, President of CIO, and George Meany of AFL, who became President of the new AFL-CIO. In December 1955, a joint convention instituted an Ethical Practices Code which was a forward step by workers who wanted a labor movement above reproach. The merged labor movement found itself under attack from the anti union forces who rallied behind the 'right-to-work' laws which forbid union shop agreements
