Scope and ContentPoster with an image of a demonstrator with a CND placard and the text: Spreading out of control. there are about 40 states considered capable of producing nuclear weapons. There are fears that some may now do just that. This is the result of the refusal of the declared nuclear weapons states (USA, Britain, France, Russia and China) to start serious negotiations to get rid of their own, even though they have signed treaties saying they would. Worse still, Britain's new Thermal Oxide Reprocessing Plant (THORP) in Cumbria reprocesses nuclear waste from power stations at home and abroad into material suitable for nuclear weapons. By offering this service to other countries like Japan, Germany and South Korea, THORP helps them get their own bomb. CND says: Britain's bomb encourages non-nuclear countries to acquire their own. Under the Non-Proliferation Treaty and following the decisions of the World Court, Britain is obliged to disarm and work towards a global ban. We should fulfill these obligations and halt the spread of nuclear technology and materials.
